NOTICE OF ADOPTION OF RESOLUTION BY THE TOWN BOARD OF THE TOWN OF MOUNT PLEASANT SUBJECT TO PERMISSIVE REFERENDUM
NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Mount Pleasant, County of Westchester, State of New York, at a regular meeting thereof held on the tenth day of January, 2023, duly adopted a resolution extending the Kensico Water District to include residents residing on Hilltop Lane and Grandview Lane in Thornwood (the “Resolution”), an abstract of which follows, and that such Resolution was adopted subject to a permissive referendum pursuant to Town Law Articles 12 and 12-a, as well as Town Law §§ 90 and 91.
Abstract: The purpose of the Resolution was to extend the Kensico Water District to include residents residing on Hilltop Lane and Grandview Lane who had previously not received municipal water and construct certain necessary improvements including, but not limited to, the construction of water mains; the installation of fire hydrants and water service curb stop connections among other related items. The maximum amount proposed to be expended for the construction of the necessary improvements, is approximately $630,389 if the work is performed by in-house staff and $974,911 if contracted out; the estimated cost of hook-up fees to the individual homeowners, which is not included in the above estimates is between $6,000 and $11,000 depending on the length of the service line required to be installed; the cost of the extension to the typical property is approximately $10,750 if performed by in-house staff and $19,373 if performed by an outside contractor; and the proposed method of financing to be employed is to be determined but if the work was bonded over 30 years at 7%, the estimated total cost including financing would be $1,030,821 if the work was performed by in-house staff and $1,855,980 if performed by an outside contractor.
Said Resolution shall not take effect until thirty (30) days after the date of its adoption; nor until approved by the affirmative vote of a majority of the qualified electors of the Town voting on such proposition, if within thirty (30) days after the adoption of the Resolution, there be filed with the Town Clerk of the Town a petition signed, and acknowledged or proved, or authenticated by electors of the Town qualified to vote upon a proposition to raise and expend money, in number equal to at least five per centum of the total vote cast for governor in the Town at the last general election held for the election of State officers, but which shall not be less than one hundred in a town of the first class nor less than twenty-five in a town of the second class, protesting against this Resolution and requesting that it be submitted to the qualified electors of the Town, for their approval or disapproval.
