There are two types of STAR programs:
BASIC STAR Is for homeowners' primary residence if their household income is less than $500,000.00.
New STAR applicants, who have never had STAR before, must apply directly with New York State Department of Taxation and Finance - http://www.tax.ny.gov/pit/property/star/default.htm
ENHANCE STAR is for homeowners' age 65 and older with incomes of $86,300 or less.
New for 2019, If you are receiving the Enhance STAR exemption but are not enrolled in the Income Verification Program, you must renew your application and fill out a seperate form for IVP. Due date for all applications is June 1st.
Homeowners' renewing their existing Enhance STAR exemption must fill out both applications this year along with their 2017 income tax return. After 2019 you will no longer come to the Assessor's office, NYS will then verify your eligibility.

Homeowners' applying for the Enhanced STAR for the first time must fill out both applications along with a copy of their driver's license for proof of age and copies of the first and second page of their 2017 income tax return.
